Interesting it was the same IP address that stayed on your site for almost 18 hrs and they are using a browser that is so old I'm surprised it works for many websites.
You need to pay your bills so they can upgrade their software and track you in a proper way.
If you really want to get them off your back, you could write a quick little batch program that would tie up that IP address so it couldn't perform any other network functions.
Or set your blog to block the 216.118 IP address group.

Nah. I want them to read this stuff on the (extremely) outside chance that BCBS might use such feedback as an improvement tool. Seems unlikely, but......
I've got a dozen hits from them already this morning, too, which makes me wonder just what they do over there.
